OPERATIONAL CONTROLS

Controls applied before and during execution.

  1. Risk Assessment

Applicable high-risk activities are preceded by Job Hazard Analysis and appropriate risk-control measures.

  2. Toolbox Talks

Personnel receive task-specific safety briefings before commencement of work and as required throughout project execution.

  3. PPE Enforcement

Appropriate PPE is mandatory on active project sites, including safety helmets, high-visibility clothing, safety footwear and task-specific protective equipment.

  4. Asset & Vehicle Safety

Heavy equipment and project vehicles are subject to pre-start inspections and preventive maintenance procedures.

Drivers and operators are expected to comply with applicable safety and operational requirements.

  5. Emergency Preparedness

Project sites maintain appropriate first-aid provisions, fire-protection equipment, spill-response materials and emergency procedures suited to the project environment.

  6. Continuous HSE Monitoring

Project activities are subject to ongoing safety monitoring and supervision throughout execution.

QA/QC FRAMEWORK

Control at every critical stage.

  1. Material Testing & Verification

Construction materials are inspected and, where required, tested to confirm compliance with project specifications before use.

  2. Survey & Precision Control

Qualified survey personnel conduct appropriate benchmarks, setting-out and alignment checks using Total Stations, RTK GPS and other relevant survey equipment.

  3. Construction Inspection

Critical stages of construction are subject to inspection before subsequent work proceeds.

For example, reinforcement and formwork for reinforced-concrete structures are inspected and approved before concrete placement.

  4. Defect Prevention

The quality-control process emphasizes early identification and correction of deviations throughout construction rather than relying solely on final inspection.

  5. Supplier & Subcontractor Control

Suppliers and subcontractors are assessed against applicable technical, commercial, safety and quality requirements before engagement.

INTEGRATED ASSURANCE

Safety and quality work together.

Black Paper’s project-delivery approach integrates HSE oversight, technical supervision, inspection, equipment control, survey precision and quality verification throughout execution.

PLANNING

Risk identification, technical review and project preparation.

EXECUTION

Controlled site activities, supervision and equipment management.

VERIFICATION

Inspection, survey control and material checks.
